How bizSAFE works in Singapore
What bizSAFE is
bizSAFE is a programme run by the Workplace Safety and Health (WSH) Council that helps companies, especially SMEs, build workplace safety and health capability step by step. Many clients and main contractors in Singapore ask for a bizSAFE level as part of vendor registration or tender requirements, so the status often carries commercial weight. The more lasting value, though, is a risk management system that supervisors and workers actually use.
The bizSAFE levels at a glance
The programme moves from leadership commitment to a certified management system. Criteria are set by the WSH Council and can change, so confirm the current requirements before planning your timeline.
- Level 1 – Top management commitment: a CEO or director completes the Top Executive WSH Programme and the company sets its WSH policy.
- Level 2 – Risk management capability: the company nominates a Risk Management (RM) Champion with recognised training to lead risk assessment.
- Level 3 – Risk management implementation: the company implements its RM plan and passes an RM implementation audit by an auditing organisation registered with MOM.
- Level 4 – WSH management system capability: on top of the Level 3 requirement, a team member completes recognised training in planning or managing a WSH management system.
- bizSAFE STAR – management system excellence: the company holds an accredited ISO 45001 or SS 651 certificate together with an RM audit report.
Why Level 3 is the common milestone
Levels 1 and 2 are short-validity steps designed to lead into implementation, which is why Level 3 is the level most often named in contracts and tender documents. An RM implementation audit looks for evidence that risk management is working, not just that documents exist: risk assessments that cover your actual work activities, controls that are visible on site, workers who know the hazards and safe work procedures, and reviews after changes or incidents. Level 3 status is time-limited and is renewed with a fresh audit, so the system has to keep running between audits.
The legal context: WSH Act and risk management
bizSAFE builds on duties that already apply to every workplace. Under the Workplace Safety and Health Act, employers, principals and others with control over work must take reasonably practicable measures to protect the safety and health of people affected by that work. The WSH (Risk Management) Regulations require risk assessments for work activities, measures to eliminate or reduce the risks, records of those assessments, and communication of risks and controls to the people doing the work. A company without bizSAFE still needs effective risk management; bizSAFE gives it structure and external recognition.
Common gaps to check before an RM audit
These issues frequently lead to findings during RM implementation audits and are worth checking early:
- Risk assessments copied from templates that do not match the company's real activities, sites or equipment
- Controls written on paper but not visible on site, or relying mainly on PPE instead of higher-order controls
- No record that workers were briefed on the risks and safe work procedures
- Risk assessments not reviewed after an incident, a new machine, a new chemical or a change in work method
- Contractor and subcontractor activities left out of scope
- Vehicle risks not addressed, including lorry speed limiters, which RM audits now verify
Where BeneSafe fits
We work on the preparation side: gap review, risk assessment workshops, RM plan and documentation, training support and pre-audit checks. The RM implementation audit itself is carried out by an independent auditing organisation. The WSH Council requires the consultant and the auditing organisation to be separate, so we do not bundle consultancy with the audit; you engage the auditor directly, and we help you prepare for it.
Questions to consider
- Which bizSAFE level do we need?
- It depends on who is asking. Many clients and tenders specify bizSAFE Level 3 or above, while some ask for Level 4 or STAR. Check the exact wording in the contract or vendor registration requirement, then plan the steps and lead time needed to reach that level.
- How long does it take to reach bizSAFE Level 3?
- It depends on how many activities and sites are in scope, whether your RM Champion is already trained, and how much evidence of implementation already exists. Focused, single-site operations can usually move faster than multi-site contractors. We set out a realistic plan after the gap review rather than promising a fixed date.
- How long is bizSAFE Level 3 valid, and how is it renewed?
- Level 3 status obtained through an RM audit is time-limited, and renewal requires a new RM implementation audit. Start renewal well before expiry so your status does not lapse in the middle of a tender or contract.
- Can BeneSafe carry out the RM audit for us?
- No. RM implementation audits are carried out by independent auditing organisations, and the consultant who helps prepare your system cannot also be your auditor. We prepare you for the audit; you engage the auditing organisation separately.
- Is bizSAFE the same as ISO 45001?
- No. bizSAFE is a Singapore capability programme centred on risk management, while ISO 45001 is an international management system standard. They connect at the top: an accredited ISO 45001 certificate, together with an RM audit report, is one route to bizSAFE STAR.
- What changed for RM audits in 2026?
- From 1 January 2026, RM implementation audits include checks on speed limiters fitted to company lorries, and companies whose lorries lack them may not achieve a satisfactory audit. The bizSAFE programme itself has also been under review, so confirm the latest requirements with the WSH Council before you start.
- Can you guarantee a bizSAFE outcome?
- No. Readiness depends on your organisation, evidence and the applicable programme requirements. We provide structured preparation and gap support.
- Do you support risk assessments?
- We can support the process and documentation within the agreed scope, with competent personnel responsible for the final assessment.
