ISO 45001 in Singapore: what it involves
What ISO 45001 is
ISO 45001 is the international standard for occupational health and safety (OH&S) management systems. Published in 2018, it replaced OHSAS 18001 and shares the same high-level structure as ISO 9001 and ISO 14001, which makes integrated management systems practical. In Singapore, certification is carried out by independent certification bodies, and clients and tenders usually look for certificates issued under accreditation by the Singapore Accreditation Council (SAC) or another recognised accreditation body.
Key requirements in practice
An ISO 45001 system is more than a set of procedures. The main requirements an auditor will test include:
- Context and scope: internal and external issues, the needs of workers and other interested parties, and the boundaries of the system
- Leadership and worker participation: top management accountability, plus consultation and participation of non-managerial workers
- Hazard identification and risk assessment: routine and non-routine activities, contractors, visitors and planned changes
- Legal and other requirements: identifying applicable WSH legislation and evaluating compliance on a regular basis
- Operational control: the hierarchy of controls, management of change, procurement and contractor controls, and emergency preparedness
- Performance evaluation and improvement: monitoring, internal audit, management review, incident investigation and corrective action
How ISO 45001 relates to bizSAFE
bizSAFE and ISO 45001 are complementary rather than alternatives. bizSAFE is a Singapore programme that builds capability step by step, centred on risk management under the WSH (Risk Management) Regulations. ISO 45001 is a full management system covering leadership, participation, legal compliance, operational control, audit and continual improvement. The two meet at the top of the bizSAFE ladder: an accredited ISO 45001 certificate, together with an RM audit report, is one route to bizSAFE STAR. A company already at bizSAFE Level 3 or 4 has a head start, because its risk assessments, RM plan and records form the core of ISO 45001 hazard identification and operational control.
ISO 45001 and Singapore WSH law
Certification does not replace legal compliance. ISO 45001 requires you to identify the legal requirements that apply to you and evaluate your compliance with them. In Singapore that typically includes the Workplace Safety and Health Act and its regulations on risk management and incident reporting and, depending on the work, construction, work at height, confined spaces, lifting operations and other activities. A good implementation turns these into a maintained legal register with clear owners, not a one-off list.
Integrating with ISO 9001 and ISO 14001
Because the standards share a common structure, many organisations run safety, quality and environmental requirements as one integrated system with a single document framework, combined internal audits and one management review. Integration reduces duplication, but the specific requirements of each standard still need to be met and evidenced.
Questions to consider
- How is ISO 45001 different from bizSAFE?
- bizSAFE is a Singapore capability programme focused on risk management, recognised in levels by the WSH Council. ISO 45001 is an international management system standard, certified by an independent certification body. They overlap heavily in risk assessment, and an accredited ISO 45001 certificate is one route to bizSAFE STAR, so many organisations plan the two together.
- Can you support contractor management?
- Yes, contractor and procurement controls can be included when they fall within the agreed management system scope.
- Do we need bizSAFE before pursuing ISO 45001?
- No. You can pursue ISO 45001 without holding a bizSAFE level. However, if your clients or tenders in Singapore ask for bizSAFE, it usually makes sense to plan both together so that one set of risk assessments and records serves both.
- We have OHSAS 18001 documents. Can we reuse them?
- Partly. OHSAS 18001 has been replaced by ISO 45001, which adds stronger requirements on organisational context, leadership, worker participation and risks and opportunities. Existing procedures and records are a useful starting point, but a gap assessment is needed before reuse.
- How long does ISO 45001 implementation take?
- It depends on scope, the number of sites, the maturity of your existing risk management and how quickly evidence can be built. The system needs to operate long enough to produce records of implementation, internal audit and management review before the certification audit. We set a realistic timeline after the gap assessment.
- What does the certification audit involve?
- Certification is normally a two-stage audit by a certification body: the first stage reviews documentation and readiness, and the second assesses implementation on site. Surveillance audits follow during the certificate cycle, with recertification at the end. BeneSafe does not certify; we prepare you for the certification body's audit.
- Does ISO 45001 now cover climate change?
- A 2024 amendment to ISO management system standards, including ISO 45001, asks organisations to consider whether climate change is a relevant issue when determining their context. For many Singapore workplaces, heat stress during outdoor work is a practical example to assess.
